CATALYST SEMICONDUCTOR ADDS EUROPEAN PRODUCT DEVELOPMENT CENTER

Sunnyvale, Calif. (February 5, 2003) — Catalyst Semiconductor (Nasdaq: CATS) today announced the launch of its first International Product Development Center by incorporating Catalyst Semiconductor Romania, SRL (CSR) as a wholly owned subsidiary of Catalyst Semiconductor, Inc.

Initially, CSR will focus on design, characterization and test development for some of CatalystÂ’s memory and mixed-mode products and will soon take on additional responsibilities such as developing product applications and providing technical customer support for the European market.

CSR has leased 6,000 square feet of space in a new office building in Bucharest where operations are expected to start this month, as soon as all the required equipment has been installed.

“By setting up this subsidiary we are executing on our growth strategy and leveraging lower cost engineering talent available in other parts of the world. This new Engineering Center will enhance our product development capability and help us introduce new products faster. By filling our need for highly skilled employees in lower cost locations and providing them with the necessary tools to succeed, we can maximize the return on our R&D investment. Furthermore, with Romania joining NATO and the European Union, CSR will be ideally positioned to complement the customer support currently provided by our personnel in Sunnyvale and at Catalyst sales offices worldwide,” said Catalyst President and CEO Gelu Voicu.

CSR will be headed by Mr. Horia Profeta who will report to Mr. Voicu. Mr. Profeta has over 25 years of experience in the semiconductor industry and is well acquainted with Catalyst Semiconductor. He comes to CSR from Essex, SRL, a past provider of design services to Catalyst.
